I just learned today of Joye's passing and I am so absolutely saddened. Joye was one of a kind and I can't imagine the world without her. She was beautiful inside and out, and was the model of a true public servant, with heart of compassion, a head full of knowledge and a fire in her soul to make the world a better place. As a crime victim/survivor (Domestic violence attempted homicide) and long time advocate I so admired Joye's fine work on behalf of victims. We had a mutual admiration for each other's work and had the great serendipity of being in Kosovo together for Crime Victim Rights Week a few years back - her with DOJ and me with the Dept of State. We had such fun touring around he country, speaking, meeting government officials, doing a TV show together & eating all the great food we could find. (Nobody ever ate as good as Joye and Al!) I so enjoyed a lovey visit to Joye & Al's home and the a fun dinner with them the last time I was in D.C. with my new husband, a native Texan who was raised in Weatherford. We shared so many good laughs about mutual loves & good memories I will never see a peony without thinking of Joye. Her flowers were almost as beautiful as she was. I am a better person for having known her. Thank you for sharing her with us. My love and prayers are with all of you - Al, and all of her family who she so, so loved; also her loyal, loving friends. How lucky were were to have shared the planet with such a beautiful soul.​

There are persons who walk into your life and you find yourself saying, “This is such a significant person.  She has what it takes to change the world.”  And indeed she did.  Joye fought for those who had no voice, those who were diminished by violence, those who needed a champion.  Who would have believed that someone who could do such good for so many would have to fight so heroically for her own life, enduring more than most of us could ever imagine.  Her kindness, her humor, her gentle but bigger-than-life personality was taken away from us much too soon.  A truly beautiful warrior for good.

Joye was a fierce woman, in the very best sense of that word.  Fiercely loving, fiercely compassionate, fiercely commited to those she loved and to those who were victimized in life.  No injustice was beneath  Joye's notice and advocacy.  She made all of us who knew her and worked with her stronger and more determined people.

Joye will always be remembered as a woman who made a significant difference in this world.  I miss her.

A mentor, friend, leader, humanitarian, listener, and mother-figure. Joye got me started in the victim services field. Not a meeting I requested did she deny. She was always open to listening to me and supporting my life-long trajectory. In her state of struggle she responded with grace. Because of Joy's leadership, we have built on the foundation from the past with a renewed Vision for the 21st century.

My condolences to Joye's family, friends, colleagues, and Al. Words cannot merely describe my feelings and thoughts for how Joye impacted so many.

Christopher to you, family and friends,


This is hard.  We will honor Joye`s life and memory as you wish.  


She is a friend, an inspiration, mentor and of the best the Hill Country has ever sent to DC.  
The opportunities she provided to me and countless other professionals, victims and survivors across our nation is immeasurable.   Of her greatest gifts was keeping the bureaucracy at bay and allowing her staff and many programs to work.  This is even more evident in her commitment to the victims and professionals in Indian Country.  While others ebbed and flowed on the plight facing Native Americans, Joye stood strong. She never shirked from the most difficult topics.  
A testament to her Leadership skills are the numerous professionals and experts she let loose on the world.  Leaders create Leaders through excellence, opportunity, mentorship and example.  I hope each will communicate with you and your family on what she meant to them personally and there causes.  


I am going to miss her.  She has always been there to assist me, taking my call, listening especially during the toughest times and topics.  She exposed me to opportunities, topics and friends that I look forward to seeing soon.
With all of her accomplishments, it did my Texas heart proud when she would start the introduction of herself as just an "old CPS worker from Texas", something these times need more of.  
A pillar of victims protection who will be hard to replace.

My heartfelt sympathies extend to the Frost family for the lost of Joye, way too early.  

Joye remains my most valued friend for over 40 years. I remember first meeting Joye in the outdoor hallways of Mary Hogue Middle School in Weslaco, Texas like it was yesterday.  Our friendship spans treasured laughs and fun from daring high school ventures, crazy Austin roommate days, one very scary train ride to East Berlin in 1970's, and the warm welcome to her DC home, a visit shared with my son in 2002.  Joye's professional work with victim's assistance and the less fortunate is an inspiration to all.

I didn’t have the pleasure of personally meeting Joyce, but I have had the great pleasure of meeting her brother, Dr Chris Frost; and have had the opportunity to hear about her amazing career and obviously, countless impact on the world with her passion for advocacy and using her voice to help those in need. A great loss for the world. May her memory always inspire the rest of us to be willing to fight for those who are unable to fight for themselves.

The world has lost a warrior, a warrior of the highest order: someone who fights for the less fortunate in our society. Joye was appointed Director of the Office for Victims of Crime in January, 2013, by President Obama—the latest accomplishment in her lifelong legacy of protecting the innocent. Most recently, she was to receive an International Award, from the End Violence Against Women International (EVAWI) organization. We (her family) will be in Chicago on April 3, 2018, to accept the award on her behalf.
This disturbance in the life force is so very real.

And first and foremost, she was my beloved sister.
